Position Description

PRIMARY PURPOSE:
Opportunity for a fiscally responsible self-starter who enjoys working independently and being part of a valuable team within an entrepreneurial culture that is fast-paced and streamlined to address business growth, daily business operations, and environmental issues. Candidate will provide technical support with EHS compliance programs, including but not limited to air quality and permitting, SPCC, and Greenhouse Gas regulatory programs for Kinder Morgan's natural gas business unit's operations.

ESSENTIAL DUTIES & RESPONSIBILITIES:
1. Conduct permit (air, water, SPCC) training for compliance programs.
2. Prepare and submit permit compliance reports in a timely manner.
3. Prepare permit applications and obtain permits for new or modified facilities.
4. Track and interpret air quality (including GHG), water, and SPCC regulations and advise management on current and future compliance requirements and issues.
5. Prepare emission inventories and compliance reports through Kinder Morgan's Environmental Management Information System (EMIS).
6. Interact directly with federal, state, and local officials.
7. Participate in the Air Technical Work Group and provide support in other Environmental, Health and Safety functional areas as needed.
8. Establish and maintain effective working relationships with operations, engineering and business development managers, and staff.
9. Proactively plan, organize and oversee assigned work programs.
10. Monitor schedules and evaluate the work of subordinates, third party contractors, and operational compliance activities.
11. Review and analyze results of testing and inspections related to air quality compliance.
12. Represent the company on industry committees pertaining to air quality and other environmental disciplines.
13. Participate in a weekly on-call rotation to support the Company's emergency response and reporting requirements. The on-call responsibilities are 24 hours per day, each day, during each weekly rotation period.
14. Deal with a wide variety of people with tact, courtesy, and professionalism.
15. Speak clearly, both in person and by telephone, using a high level of verbal skills and listen carefully.
16. Write effectively and understand written communications, including but not limited to email.
17. Maintain a regular, dependable attendance and high level of performance.
18. Maintain a high regard for personal safety, safety of company assets, employees, and the general public.
19. Carry a company-provided cell phone and respond during working hours, and as required during non-working hours.
20. Work non-traditional hours as needed.
21. Travel across multiple states is required, and anticipated at up to 25%.
Position Requirements

MINIMUM REQUIREMENTS:

EDUCATION:
. Bachelor Degree in Engineering, Environmental Science, or related discipline, from an accredited academic institution is required.
. A minimum of 5 years environmental, engineering or operational experience may be acceptable as a degree substitute.

EXPERIENCE / SPECIFIC KNOWLEDGE:
. In addition to the degree requirement (or degree substitute), minimum of 3 to 5 years direct and active work experience preparing and submitting emissions inventories, air permit applications, and other environmental compliance certifications/documentation.
. Demonstrated experience performing regulatory analyses, including but not limited to interpretation of agency rules, regulations, and guidance.
. Working knowledge of the Clean Air Act (state air quality regulations, Title V compliance requirements, source emission calculations using EPA procedures, air pollution control technologies, and dispersion modeling), SPCC regulations, the Clean Water Act.
. Knowledge of proposed/final air quality (including GHG), legislation/regulations/ including BACT, PSD, NSR, NSPS, and MACT.
. Experience in successfully delivering training.
. Experience successfully interacting directly with federal, state or local officials

CERTIFICATIONS, LICENSES, REGISTRATIONS:
. Must possess and maintain a valid driver license and a driving record satisfactory to the company and its insurers (for travel).

COMPETENCIES, SKILLS, AND ABILITIES:

. At least an Intermediate proficiency level using standard spreadsheet, word processing applications and database software, specifically including but not limited to Microsoft Office Suite.

WORKING CONDITIONS:
. Travel across a broad geographic region (multiple states) is required. Travel by automobile or commercial aircraft is required for meetings at other corporate offices and operations facilities. Travel is anticipated at up to 25%.
. Carry a company-provided cell phone and respond during working hours, and as required during non-working hours.
. Based in Lakewood, Colorado or Houston, Texas office.
. Job level commensurate with experience and skill sets.
. The successful candidate will be required to clear a drug screen and a complete background check, after an offer has been extended and prior to being employed.

PREFERRED Education, Experience, Certifications, Competencies, Skills, and Abilities:
ABOVE THE MINIMUM REQUIREMENTS; not required but ADVANTAGEOUS IN THIS POSITION:
. Licensed Professional Engineer
. Record of successfully conducting regulatory analysis and developing cost effective implementation strategies for air quality matters at natural gas treatment, storage, and transmission facilities and electrical power cogeneration facilities.
. Experience implementing and/or using OpsInfo or other EMISs.
. Experience coordinating air compliance and management programs with operational personnel.
. Working knowledge of Iowa, Illinois, Indiana, Missouri, Ohio, Arkansas, Louisiana, Oklahoma, Colorado, New Mexico, Kansas, Nebraska, Michigan, Texas or Wyoming air quality rules, regulations, and guidance.
. Experience with BACT, MACT, NSPS, and NSR/PSD.
. Experience with visible emission inspections and coordination of source testing by subcontractors.
. Experience with environmental due diligence.
. Experience with project and personnel financial budget development, implementation, and performance tracking.
. Experience with environmental management systems.
.Experience with greenhouse gas emission inventories/regulations.
. Experience with SPCC and water permitting and/or compliance requirements.
