EHS Specialist - Fire Chief
Title: EHS Specialist - Fire Chief
Location: NJ-Port Reading New Jersey
Position Summary
Support the creation, implementation, promotion and monitoring of the refinery fire and emergency response organization, safety / procedures, security program. Ensure compliance with Federal, State and local fire and safety requirements. Support the Safety Manager in Contractor Safety awareness programs, safety and regulatory inspections, incident investigation and advise supervision on maintaining a safe work environment.
Essential Functions
Safety Management:
Advise and support supervisors with the implantation of safe work procedures and other safety related issues.
-Spend a minimum on 25% of time working observing plant activates, assisting, monitoring and inspecting safety performance.
-Manages and maintains respiratory program.
-Coordinate and facilitate implementation of daily safety processes including, but not limited to, confined space entry, work permitting, Lock-out Tagout (LOTO).
-Conduct atmosphere monitoring and surveys for toxic environments which may present a health and/or safety exposure to employees (i.e., benzene, noise, H2S, hydrocarbons, O2 , etc).
-Assist in the "close-out" of local, state, federal and corporate safety, regulatory, incident investigation, HAZOP recommendations, and loss prevention audits.
-Participate in initial injury case management (including response and treatment).
-Participate in the review and revision of safety procedures for increased efficiency and compliance.
-Maintain technical expertise though memberships in professional organizations, attendance at technical seminars and networking with other company safety representatives.
-Coordinate "kick-off" meetings when asked, prior to the start up of any major contractor (ie, major maintenance activities, plant turnarounds, significant construction projects, etc.)
-Initiate and/or participate in incident investigations involving plant activities.
Emergency Response:
-Review and update as necessary, minimum of yearly, the Emergency Response Plan for the PR Refinery. Coordinate PR Refinery's emergency response plan with state and local entities.
-Ensure Emergencies Response Plan is in compliance with DOT and RMP requirements.
-Serve as chief of the Emergency Response Team.
-Develop and conduct semi-annual drills of the Emergency Response Plan or more often if needed. Develop improvements based on critique of drills conducted in a team environment.
-Develop and conduct semi-annual fire brigade training .
-Develop and provide a training program for a specialized Emergency Response Team to respond to fires, hazardous materials emergencies and rescue situations.
-Ensure all safety and fire protection equipment is maintained and tested in accordance with applicable OSHA, DOT, NFPA, HC, loss prevention and other regulatory agencies as required. (Including, but not to be limited to, fire pumps, fire water systems, portable fire extinguishers, fixed fire detection, breathing apparatus, atmospheric monitoring equipment, rescue equipment, safety showers and equipment for response to hazardous emergencies.)
-Maintain liaison with local emergency response agencies and mutual aid programs.
-Maintain response capability to PR Terminal and field operations.
-Coordinate with Safety and EHS manager on plant communication systems to ensure reliability. Respond to the site off hours for emergency response activities.
Alternate Facility Security Officer:
-Determine, in accordance with HC security program, FSO and EHS Manager, the type and scope of security program at the facility.
-Function as the Alternate Facility Security Officer for the refinery.
-Assist in the conduct of periodic and unscheduled inspections of facility to assure adequate security conditions at the facility.
-Conduct security audits in accordance with security program requirements
-Ensure maintenance of a key, lock and access card inventory for the facility.
-Establish and maintain liaison with local law enforcement agencies.
Training:
-Support and monitor monthly, quarterly, and annual safety meetings / training for plant and staff personnel.
-Coordinate with the training department compliance training programs to plant and staff employees as regulatory requirements mandate( i.e. first aid/ CPR, confined space, respiratory protection, H2S, etc.)
Procurement:
-Research and recommend new products/materials to EHS Management for inclusion in the Safety Equipment Standards.
-Purchases equipment and services as required for maintaining safety, health and fire equipment for PR refinery.
-Assist in preparation, tracking and reconciling fire safety budget for PR Refinery.
Minimum Job Requirements:
-Degree in safety or fire engineering preferred but not required
-10 years in safety and industrial firefighting; industrial fire chief preferred
Specific Skills
-Industrial firefighting (preferably refining/petrochemical); field safety supervision
Specialized Knowledge, Licenses, etc.
-Emergency response
-First Aid Rescue, advanced industrial firefighting and hazmat response
Supervisory Responsibility, if any:
-Management of fire brigade
