Description:
This position, under a variety of differing titles such as Health & Safety Specialist, Safety Coordinator and Safety Representative, serves as a consultant in coordinating the fire, safety and/or health programs at the Borger Refinery. This individual ensures compliance with local, state and federal regulations and company requirements pertaining to OSHA, DOT, USCG, NRC and EPA. This position provides technical safety support for refining operations, engineering and maintenance staff.
Responsibilities may include: * Assisting in the development and implementation of the facility's Health and Safety, programs such as behavioral safety and health programs, fire protection, wellness, ergonomics, industrial hygiene, etc. * Coordinating and maintaining safety audit program. * Reviewing hot work, confined space and other permits. * Advising production/craft teams on H&S issues in pre-job planning and hazard control. * Providing guidance on incident and near-miss investigation, recommends corrective actions. * Providing health and safety regulatory support. * Developing, reviewing and revising health and safety policies, procedures, programs and handbooks. * Guiding and developing the facility safety awareness program. * Developing and delivering general and specialized training for regulatory and topic specific training. * Supporting various committees as a resource that may exist at the site; such as Joint Health and Safety Committee, Root Cause Steering Committee, Rules and Procedures Committee, etc. * Participating in Management of Change (MOC), Pre Start-up Safety Review (PSSR) and Process Hazard Analysis (PHA.) * Active member of emergency response teams, participate in emergency response drills. * Managing Exposure Assessment Program and conducting routine and non-routine monitoring. * Supporting industrial hygiene and health activities via monitoring/testing, safety inspections and auditing, reporting and documentation. * Identifying, assessing and recommending actions related to health, safety and emergency response issues. * Participating on incident investigation teams and root cause failure analysis. * Personal Protective Equipment coordinator. * Knowing and observing safe work practices.
Basic/Required: * Legally authorized to work in the United States * High school diploma or GED * Valid driver's license * 3 years of direct experience in safety and occupation health in the refining and/or chemical industry Preferred: * Bachelor's Degree in Safety/Health/Fire Protection or related field * Certified Safety Profession (CSP), Associate Safety professional (ASP), Occupation Health Safety Technician (OHST), Emergency Response Team (ERT) leader (hazmat, rescue, oil spill, fire prevention.) * Computer proficient with Excel, Word, SAP * Strong interpersonal and communication skills
