Recruiters/Search Firms Click Here Position Summary: Responsible for leading and directing the activities of the Control Center Operations group comprised of 25-28 Pipeline Controllers ( PC’s), who are direct reports. The operation is a 24X7/365 operation of Sunoco Logistics pipelines across an 8-state area out of the Sugar Land Control Center and a 6-state area out of the Montello Control Center. Each of these areas operate numerous different pipeline systems. Duties include: Effectively supervise a diverse work group; supervise PC's in proper execution of operating procedures and policies; develop operating procedures to establish consistent practices in each area of the operations; oversee the training and operator qualification activities of the PCs; assist in the maintenance of training and regulatory compliance documentation per DOT requirements; maintain current Operating Manuals to meet the need of the operations; review performance to meet the objectives of the emergency response training program per DOT requirements; prepare and administer work and vacation schedule to meet department needs; coordinate on-going activities with Engineering, Field Operations, Scheduling, Leak Detection and SCADA Systems staff; lead Incident Investigations relative to any operational upsets that are related to Control Center activities; serve as primary contact with field for daily work activities affecting the flow of product and/or monitoring and controlling the systems; responsible for proposing updates and modifications to the SCADA and Leak Detection systems; continuously evaluate and analyze pipeline operations and the staffing levels and skill sets of the PC's to determine suitability for current responsibilities; ensure that the Control Center Operation is compliant with all DOT regulations and laws; maintain Operator Qualification Certification; and participate in DOT audits as necessary. The PLOM must also assist and/or direct the PC's in managing on-going day-to-day operations and/or emergencies and in the overall responsibility of coordinating of line and station work throughout the pipeline systems by consulting with field supervisors/engineers on upcoming projects, and by being proactive in identifying deficiencies in the current, and proposed, pipeline connections. Requirements BS Degree in Civil or Mechanical engineering, Business, or a related field, or equivalent experience in crude oil and/or product pipeline movements. Normally 5+ years product movement experience, either as a Pipeline Controller or Scheduler, or alternatively with Supervisory/Management experience within Product Movements department in another related areas. Must have strong leadership ability, strong PC Skills and strong verbal and written communications skills. Must be able to communicate effectively with all levels of management, engineers, and SCADA System employees. General knowledge of the company’s pipeline systems that are managed out of both Control Centers; must have an understanding of the general engineering principals that are utilized in oil movements, the generation of interfaces, the causes and preventions of contaminations, the part that pressure and pipeline hydraulics plays in the movements of petroleum products in a pipeline, how to mitigate and deal with mechanical and equipment breakdowns, and must have broad familiarity with the characteristics of product and crude quality specifications that are set by company policy. Incumbent must also have a working knowledge of pipeline SCADA.
Skills Desired: Management ->1st Line Supervisor Operations ->Control Center, Pipeline & Terminals Preferred Skills, Education, and Experience: Bachelor’s degree or equivalent experience in crude oil and/or product pipeline movements. Excellent communications skills (verbal and written), and good interpersonal skills. Must be extremely flexible and able to adapt quickly to changes resulting from pipeline interruptions or refinery run changes. Must be able to effectively deal with critical decisions in a real-time environment where a comprehensive understanding of the short and long term impact of those decisions is required. Strong organizational skills and time management skills required. Proficiency using PC applications, specifically Word and Excel
Special Considerations: On call availability 24/7. Must be able to work shiftwork related to a 24 / 7/ 365 operations. This position is currently based in Sinking Spring, PA and is scheduled to relocate to Sugar Land, TX in year 2011.
